An Act making an appropriation from the earnings                              
reserve account to the principal of the permanent                              
fund; making an appropriation from the budget                                  
reserve fund under art. IX, sec. 17(c), Constitution                           
of the State of Alaska, to the principal of the                                
permanent fund; and providing for an effective
